Shelter, What Shelter?

Pic of Day: This photo shows the newly constructed bike shelter at Leinster House in Dublin. Somehow it cost €336,000 and, not surprisingly, is facing criticism after it was revealed that it is used by an average of just 4.5 cyclists per day. Despite its capacity for 18 bikes, the shelter has never housed more than 10 bikes daily since monitoring began in May.
