Foley is a U.S.-born Irish citizen with roots in County Galway. An attorney with a leading Boston-based immigration law firm handling adjustments, visas and citizenship, he is active in a number of Irish-American organizations.
Over the years, Foley has been involved with a number of controversial legal issues in the North of Ireland dating back to late 1980s. He has been a frequent international observer during the North's annual marching season.
A former journalist. Foley has also represented a number of Irish-American newspapers and media outlets.
